Cleveland homicide has seen dead prostitutes dumped in vacant lots all over the east side of town since the 1980's. But when more bodies start to show up near the resort town of Jefferson-on-the-Lake, private eye Thomas Haftmann is summoned by an FBI task force to assist the investigation.
